Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of opposing developments captured the grim essence of the outgoing year. By day, political struggles are fought: hopeful statements are issued from multiple capitals. Significant resources is devoted on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capacity provided through up-to-date information. From vantage locations, military aircraft that had been scrambled to engage hostile aerial threats streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, presumably supplied through partner states. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly gives way to grim resignation: maybe the approaching threat won't hit its mark this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Following this, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the early updates: several casualties, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a dependence that regional partners are evidently unprepared to substitute in the near term.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new approach from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This pattern will, certainly, persist.
Strategic Calculations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington functions according to a assumption well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unfeasible to force Russia to abandon the territory that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a complete military breakdown until conditions improve in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to change the course of events, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
